Delaware has taken multiple statewide regulatory steps in recent years. As of January 1, 2014, all commercial businesses in the state—public, private, nonprofit, or otherwise—are required to participate in a comprehensive recycling program.
In addition, the Governor’s 2010 Clean Energy Economy & Sustainable Natural Environment executive order required all state executive branch agencies, departments, and offices to achieve a 30 percent reduction in energy consumption from 2008 levels by the close of fiscal year 2015. The policy directed state agencies, departments, and offices to benchmark, monitor, and track energy use and greenhouse gas emissions associated with all state-owned and state-leased facilities. The Delaware legislation even mandated evaluation of the feasibility and 20-year payback of on-site wind, photovoltaic, co-generation and other cleaner energy systems.
